Skills Development Levy and WSP/ATR Submissions
If you are an employer paying over R500 000 per year towards salaries and wages, then you should be registered for paying the monthly 1% Skills Development Levy (SDL) as prescribed by the Skills Development Act and Skills Development Levies Act.
If you would love to get back 50% of the 1% levies paid over the year, you might be glad to know that you can! You can submit a Workplace Skills Plan (WSP) and Annual Training Report (ATR) to the Sector Education and Training Authority (SETA) you are registered with. Here is a link to the list of SETA’s: http://www.vocational.co.za/
So what do you have to do to get back 50% of the 1% SDL paid over the financial year of the SETA’s which runs from 1 April to 31 March the following year?
- You have to be a registered payer of SDL with an “L” number.
- You have to have paid all your SDL payments for that period.
- You have to submit your WSP/ATR by the deadline date of 30 June through a Skills Development Facilitator (SDF) or WSP Agent accredited by your SETA.
- Submit your EMP201 documents for the period with your WSP/ATR’s
- You should have done skills development and thus training during this WSP period.
If you have followed these points and have successfully trained the employees as outlined in your WSP for that year, it is a final matter for the SETA you are registered with to pay you back 50% of the SDL paid for that period in the form of the Mandatory Grant.
So you basically have a month left for the submission of your WSP/ATR’s for the period 1 April 2010 – 31 March 2011. The deadline is 30 June 2011.
Portfolios that have a lot to do with numbers can be confusing and a hustle to work through over time. Local Tax authorities usually make it even more confusing for people to figure it out. Unfortunately they are the best people to contact. Your accountant, tax guy, SARS or financial institute can help break all this down for you!
